耕地的非市场价值,是耕地利用决策过程必须考虑的重要方面,而其评估一直是理论界研究的热点和难点问题。意愿调查法(CVM)是目前国际上流行的衡量资源非市场价值的重要方法,本文以江汉平原耕地非市场价值为研究对象,以支付卡方式设计了800份调查问卷,研究了居民对耕地非市场价值的支付意愿。分析结果表明,江汉平原83.42%的居民家庭对耕地非市场价值有正的支付意愿,但农民和市民的支付意愿存在差异,前者为145.84元-167.57元,(年·户),后者为151.85元~196.80元,(年·户),研究结果与国内部分其它领域研究比较表明,CVM在耕地非市场价值领域研究具有有效性。论文还对支付意愿的影响因素进行了回归分析,并对回归结论进行了环境经济学解释。按江汉平原现有家庭数量计算,得到江汉平原耕地非市场价值每年的支付意愿为5.31×10^8元~6.46×10^8元。
The cultivated land non-market value should be considered in decision-making process of land use. The assessment of cultivated land non-market value is always the most difficult issue and the hot points of discussion. The Contingent Valuation Method (CVM) is a direct interview approach that can be used to solicit the willingness to pay (WTP) for the non-market value of environment and resources. In this paper, we take Jianghan Plain as a case to analyze the WTP for quantifying non-market value of cultivated land. Questionnaire survey with a sampling size of 800 respondents was conducted in July 2005. The results indicate that 83.42 percent of the households in Jianghan Plain would like to pay for the non-market value of cultivated land. By comparing the mean, it shows that there is difference between the peasant household' s WTP and the urban household' s WTP. Calculated results suggest that the annum average WTP of peasant is 145.84 - 167.57 RMB Yuan per household, as well as the annum average WTP of citizen is 151.85 - 196.80 RMB Yuan per household, and the figures are compared to some other CVM studies. The annum aggregate cultivated land non-market value of Jianghan Plain is 5.31 × 10^8- 6.46 × 10^8 RMB Yuan, calculated by the number of the households in 2004 in the Jianghan Plain. The regression relationship between respondents WTP and their socio-economic information such as district, payment way, age, gender, income, education attainment, family size etc, is discussed and an environment economics explanation is given to the regression. This estimated economic value suggests that the public in Jianghan Plain would be willing to pay for the cultivated land non-market value, and the WTP could provide more information for the decision-making, but the reliability of CVM is also given based upon environment decision-making theories.
