本文在回顾衣地价值理论及评估方法的基础上,以湖北省宜昌市衣地为代表,采用收益还原法和条件价值法.通过实地抽样调查对不同地类的衣地的市场价值和非市场价值进行评估。在尽量减少评估偏差的前提下,得到宜昌市衣地主要地类资源总价值:宜昌市耕地总价值约为396.32×10^8元,园地总价值约为509.24×10^8元.林地总价值约为29.37×10^8元,水域总价值约为30.30×10^8元。其中,单位耕地的市场价值约为9.44×10^4元/hm^2,非市场价值约为2.49×10^4元/hm^2园地的市场价值约为54.88×10^4元/hm^2,非市场价值约为3.97×10^4元/hm^2:林地的非市场价值约为0.23×10^4元/hm^2水域的非市场价值约为6.32×10^4元/hm^2根据价值评估过程,得到相关结论:农地总价值应该包含市场价值和非市场价值;衣地非市场价值与支付者对衣地生态功能的认识有显著关系:不同地类的资源价值对农业种植结构调整具有较强的参考意义;对衣地非市场价值的认识加深有助于优化农地资源配置。
This paper evaluates the four types of agricultural land value which includes the cropland, the garden-plot, the forestland and the water area in mountainous and hilly area of Yichang City, Hubei Province. The total value of agricultural land comprises its market value and non-market value. Thereupon, according to these four types of agricultural land, the income return method is applied to appraise its market value and the contingent value method is employed to evaluate its non-market value respectively. There are many approaches used to avoid the errors of evaluation, especially in the evaluation non-market value of agricultural land. Consequently, it is calculated that the total value of cropland, garden-plot, forestland and water area is 39.63, 50.92, 2.94 and 3.03 billion yuan RMB respectively in Yichang City. Thereinto, the unit market value of cropland is 9.44×10^4 Yuan/hm^2, and the garden-plot is 54.88×10^4 Yuan/hm^2; the unit non-market value of the cropland is 2.49×10^4 Yuan/hm^2, the garden-plot is 3.97×10^4 Yuan/hm^2, the forestland is 0.23×10^4 Yuan/hm^2 and the water area is 6.32×10^4 Yuan/hm^2 . In this research, the questionnaire survey was used as the major tools to evaluate the value of agricultural land. Two types of questionnaires, the farmer questionnaires and urban resident questionnaires which are corresponding to the inhomogeneous interviewees were designed. These two kinds of questionnaires involve resident perception on agricultural land function, the willingness to accept for the non-market value, the willingness to pay for the non-market value, and household income. Through the investigation, 180 pieces of questionnaires for farmers and 70 pieces of questionnaires for urban residents are distributed in Yiling County, Changyang County and Zigui County of Yichang City. Consequentially, 172 pieces of questionnaires from farmers and 69 pieces of questionnaires from urban residents are collected.
