The Government of the Republic of Korea takes the National Library of Korea and the National Assembly Library as the starting points to promote the development of Korean libraries＇ international cultural communication. The two libraries use national legislation as a means to clarify the functions of publications exchange, adopt signed agreement as the framework to restrain the exchange of cooperation, and exercise publications exchange under flexible and pragmatic guidelines. At the same time, the two libraries work together to formulate a series of standardized and detailed operation mechanisms from organization planning, consultation, implementation, and evaluation and feedback, so as to jointly promote the development of the donation project ＂Korean Window＂. We should learn from the successful mode of Korean libraries＇ international culture communication, establish a comprehensive legal system as a protection, devise a thorough policy system as a measure, extend the subject to libraries at all levels, synthesize advantages of various types of library, and integrate libraries＇ works with international cultural communication closely.
