使用EA框架，结合洪涝灾害应急的特点提出了其研究框架，对洪涝灾害应急信息系统的业务架构层、应用架构层、数据架构层和技术架构层进行详细规划，并构建了鄱阳湖生态经济区实例模型，以期最大限度地实现洪灾应急信息的共享，提高抗洪救灾水平，减少灾害损失。
英文摘要：
This paper uses the EA framework, it combined with the characteristics of the flood disaster emergen- cy and presented its research framework, detailed planning flood disaster emergency information systems business ar-chitecture, application architecture, data architecture and technology architecture, and then build instance models, in order to maximize the flood emergency information sharing ,improve the level of flood relief,reduce losses.
