In order to meet the requirements of trans-department sharing and collaborative service of emergency information resources,and the demands of service-oriented government,the paper probes into the construction of the catalog system of emergency information resource in the perspective of ＂public-service-oriented ＂. According to the connotation and the principles of the public-service-oriented catalog system,five aspects are discussed,which are the aspects of the general framework,metadata standard,classification standard,coordination and cataloguing of information resources,and specific application. This catalog system provides a unified standard for emergency information resources,implements the connection between information resource and emergency service,and thus makes it beneficial to the transdepartment sharing and service of emergency information resources.
