In the process of changing the traditional public administration to the new public management,the government gradually transforms its functions and ruling ways.The government is no longer the sole public product and public service provider,and government purchase social organizations public service is the inevitable trend of the future.Fujian Free Trade Zone（FFTZ）has great significance on the government purchase of public service.The research finds out the main restricting factors are the incompletion of the legal system,the shortcomings of social organization development,lack of effective evaluation mechanism and government purchasing power shortage.And it then proposes suggestions from completing sound legal system,improving the social organization development,establishing government and social organization of public service mechanism,improving the financial investment and standardizing the financial budget system so as to promote the efficiency of government purchase of social organizations public service.
