奖惩机制对公共服务质量改进具有激励作用,在当代公共管理界被认为是一个重要的公共服务质量改进工具。我国台湾地区“为民服务”的改革享有一定声誉,改革与创新的经验有可供借鉴之处。其“政府服务品质奖”的举办,对岛内行政机关服务效能的提升和管理体制的改革起到了推动作用。本文通过对该奖项的评选程序、主办机构、奖项设置、评估指标等构成因素的剖析与比较,辨识台湾“政府服务品质奖”与“美国政府创新奖”、“欧洲公共部门奖”等奖项的异同与优劣,并在借鉴台湾地区及国外公共服务质量奖励机制建设的经验教训基础上,提出构建中国大陆的公共服务质量奖励机制的若干思考。
The incentive mechanism has played a positive role in improving the quality of public service, which is consid-ered an important tool for the enhancement of the service quality in the contemporary public management. The reform of“ser-ving the people” in Taiwan area has enjoyed a certain reputation, and its experience of reform and innovation can be used for reference. The “Government Service Quality Award” in Taiwan plays a stimulating role in promoting the service efficiency of the administrative organs and the reform of management system. This paper makes a detailed analysis and comparison of the e-valuation factors such as the selecting procedure, the organizer, the awards as well as the evaluation index, trying to identify both the differences and similarities or good and bad of the awards among the Taiwan’s “Government Service Quality Award”, the“United States Government Innovation Award” and the“European Public Sector Award”. Meanwhile, based on the experi-ence of the public service quality incentive mechanism construction from Taiwan and other countries, the writers also propose some ideas for the construction of the mechanism in the mainland.
