Public Service Quality Awards are rooted in Quality Awards in the private sector. They have changed from business management to government innovation. And then, it gradually developed into the stage of professional Public Service Awards. This paper review the rise, evolution, and present situation of Public Service Quality Award. In addtion, it analyzes the design, practice and experience of four typical foreign public service awards, ＂the United Nations Public Service Awards, the European Public Sector Award, Innovations in American Government Awards and Public Service Award of Excellence＂. Finally, the inspiration for the design of professional public service quality award for China is pointed out.
