对轴线与网络两种开发模式的比较分析表明，轴线开发模式更具生态合理性，这一模式可具体体现为城乡分明的二元城市化发展方案。以扬州地区为例，为落实江苏省环保优先的发展方针，在空间开发层面，按照轴线开发模式构建聚合和分散的两类空间利用格局：以沿江主轴、淮江次轴为纽带，形成一横一纵两大经济强集聚地带，并保持紧凑有序的城镇群空间格局，轴线外围区则分成农作区和自然生态维护区两类地区并坚持生态优先的开发方式。
英文摘要：
With comparing the axis development model to the network one from eco-view, the former one is examined to be more feasible and could be further presented by urbanization pattern in dualistic form between town and country. Taking the axis development model in Yangzhou area as a study case, the spatial pattern should be developed in aggregation and disperse forms to carry out the environment-priority development guideline in Jiangsu Province： economic activities are concentrated orderly along the Yangtze River and Jing-Hang canal, while the outside area of two city straps could be divided into the farming and the environment maintenance districts, which should be exploited in ecological priority.
