英文摘要：
The City Circle of Harbin is one of the most important manufacturing bases in Northeast China.It has rich energy sources,mineral resources, water and soil resources and tourist resources and has formed a pattern of three-level township system.Based on its present resource configuration in the center district and in the surrounding areas,the industrial spatial arrangement for the City Circle of Harbin should follow the principle of combining industrial clusters with industrial park economy,the transfer of industry in the city zone with the continuation of the industry in the outskirts, and the readjustment of industrial arrangement with bringing into full play the comprehensive advantages.It should also follow the idea of circle layer development,dividing the circle layer into core circle layer,close circle layer and expanded circle layer.
