生态文明建设是社会经济发展的必然要求，生态文明建设水平的评价可以使我们明确生态文明的发展阶段，从而为制定正确的发展战略提供科学依据。本文在已有文献研究和循环经济理论发展的基础上提出了评价生态文明建设的指标体系。该指标体系包含生产文明、生活文明和制度文明3个维度和15个具体的基础指标。在此基础上利用层次分析法和均方差决策评价法，对陕西省2000-2011年生态文明建设水平进行评价，并分析其影响因素。结果显示陕西省生态文明建设整体处于上升状态，这一结果符合陕西省经济发展方式转变和经济增长的路径选择。因素分析结果显示，环境污染治理投资占GDP比重、工业废气排放量、万元GDP能源、退耕还林工程造林总面积和人均GDP等5个指标的影响率超过50％。因此，推进陕西省生态文明建设的路径选择包括环境保护投资、继续退耕护林制度建设、节约能源消耗、减少污染排放、转变经济发展方式等。

英文摘要：

Construction of ecological civilization is the inevitable requirement of social and economic de- velopment. This article based on the existing literature and the theory of circular economy development, evaluation index system of ecological civilization construction is put forward. The index system includes 3 dimensions like production civilization ,life civilization and institutional civilization ,and 15 basic indica- tors. On the basis of analytic hierarchy process （AHP） and the mean square deviation decision-making evaluation, we analyze the ecological civilization construction level evaluation of Shaanxi province in 2000--2011 ,and its influencing factors. Results show that Shaanxi provincial ecology civilization con- struction as a whole is in a rising state, which conform to the Shaanxi provincial economic development mode change and economic growth path selection. Factor analysis results show that influence of the five indicators including the environmental pollution control investment as a share of GDP, industrial emis- sions, and energy consume per ten thousand yuan GDP,returning farmland to forest engineering afforestation area and per capita GDP, takes more than 50%. Therefore, path choices for the promotion of the construction of ecological civilization in Shaanxi Province include environmental protection investment, continuing conversion of degraded farm land into forest, saving energy consumption and pollution emis- sion reduction and＂ transformation of the pattern of economic development, etc.
