针对当前农地整治项目施工阶段效率低下、效益发挥受到限制等情况，基于农地整治项目的实施流程，对进度、投资、质量三项指标进行综合分析。判断各个阶段实施效率高低，并进行原因分析，采用基于熵权的TOPSIS方法进行最佳修正方案选择，以利于项目最终目标的实现。通过研究发现对农地整治项目施工阶段进行动态效率测度研究可有效探寻施工阶段的不足，有利于其改进及效率提升，且该测度方法易于理解，操作简单，具有较强的灵活性。
英文摘要：
Focusing on the conditions, such as low efficiency of the process of project implementation and the restric- tion on benefits, based on the implementation procedure, the paper analyzes three indicators on the process of farm- land renovation projects construction, such as progress, investment and quality, to determine the level of efficiency and analyze the reasons. By choose the best option TOPSIS is beneficial for the realization of the ultimate goal. Throug, h research and analysis, it indicates that the model could find the shortage of construction and improve the effi- ciency, besides, it is easy to understand, and it is a flexible method.
