The independent innovation system in Henan province has these four functions. They are innovation infrastructure con- struction function, innovation system construction function, innovation resources optimal allocation function and innovation activities ex- ecutive function. They are closely related with each other, and the failure of any function will affect the overall play of the whole func- tion system. Besides, the innovation infrastructure construction function and the innovation system construction function are the two basic functions of the independent innovation system. On the other hand, it is the innovation activities executive function that opens up a new thought for the economy of Henan province to achieve great - leap - forward development.
