采用DEA三阶段模型对中国2001—2008年30个省市的生产投入进行了调整,排除了环境变量及随机误差对技术效率的影响,增强了中国各省市技术效率之间的可比性和评价的科学性。在此基础上,利用Kernel密度分布法分析了要素累积和技术效率对地区差距的影响。结果显示,环境因素影响着生产效率的测度,调整后纯技术效率显著上升,而规模效率有所下降,是造成生产无效的主要因素;中国经济发展的块状效应表现出地区经济的不均衡性;地区间的要素投入存在较大差异,是地区差距的主要源泉,技术效率的趋同性是缩小地区差距的关键。
Using three-stage DEA model,this paper adjusts production inputs of 30 provinces in China from 2001 to 2008.We remove the effect of environment variables and random errors on technical efficiency,to enhance the comparability and evaluation scientific of technical efficiency of China's provinces.On the basis,we use kernel density distribution to analyze the effect of factor inputs and technical efficiency on economic gap.The results showed that environmental factors affects the measure of productivity,so pure technical efficiency increase significantly and scale efficiency declines through adjusting,scale efficiency is the main factors of ineffective production;the massive effect of China's economic development shows unbalanced nature of regional economies;there is great differences in factor inputs,is the main source of regional disparities,and convergence of technical efficiency is the key to reduce regional disparities.
