According to analysis on national water use structure, the potential of irrigation water use transfer was investigated. Selecting the typical irrigation area as an example, the relevant contents were studied which include the basic principles of irrigation water right transfer, agricultural initial water right confir- mation, the program of water right initial allocation, the compensable transfer conditions of agricultural water right, the recognition of principal part of agricultural water right transfer, the water right transfer contents, the water supply price during agricultural water use transfer and water supply periods, etc. The influence of policy environment on irrigation water use right compensable transfer were analyzed. The de- tailed countermeasures of legal benefits protection for both irrigation management and farmers in the process of irrigation water right compensable transfer were put forward.
