英文摘要：

Reasonable compensation to agricultural cost water price is a basic problem to raise irrigation economic output, to guarantee better operation and facilitate sustainable development in irrigation districts. It is very important for national food security production and realization of agricultural sustainable development. Taking Yellow River Irrigation District of People＇s Victory Canal as an experiment plot, the paper dealt with the countermeasures of reasonable compensation to agricultural cost water price. Firstly, the components of agricultural cost price and levy methods of water fees were steadied. Then, the main problems existed in water fee levy were analyzed. Finally, the comprehensive countermeasures of reasonable compensation to agricultural cost water price were put forward. The present findings would play definite reference value in reasonable calculation of agricultural cost water price, realization of irrigation better operation and improvement of social and economical efficiency in the irrigation districts.
