为搭建和谐的合作关系以保证重大科技项目得以高质量完成,首先诠释并分析了重大科技项目中合作界面的内涵和基本类型,然后基于复杂系统理论分别从控制层、网络层、方案层三个层次构建了能够反映合作界面要素及项目活动子系统之间复杂影响关系的系统分析结构,最后借鉴ANP的决策思想提出了能够从系统运行效率上整合优化合作界面网络资源配置关系的决策方法。案例分析结果表明,所提出的重大科技项目合作界面网络的整合优化方法具有应用可行性。
In order to construct harmonious cooperative relationships and guarantee major Scientific and Technical(ST) programs could be finished high-qualitatively,the connotation and category of cooperative interface in major ST programs are interpreted and analyzed.After that,a system analysis structure,that reflects complex influence relationships among cooperative interface factors and project activity subsystems,is established from control level,network level,and alternative level,respectively based on the complex system theory.Finally,a decision making method for integrating and optimizing resource allocation relationships which exist in the cooperative interface network is proposed with reference to the decision thought of Analytic Network Process(ANP).A case shows that the presented method is feasible to applications.
