近年来,东北地区陷入＂经济失速＂的困境,造成这种现象背后的因素很多,本文旨在提供一个基于政策层面的合理解释。鉴于此,在利用1995~2014年东北地区和东部地区13个省级面板数据的基础上,运用双重差分法（DID）研究了东北振兴政策对东北地区经济发展的影响。研究结果表明：东北振兴战略在整体上推动了东北地区经济的发展,其中,投资政策、人才政策、社会生活保障政策以及技术进步政策是有效的,而产业政策、对外开放政策的效果不明显。

英文摘要：

In recent years,the northeast region falls into the dilemma named ＂economic stall＂,there is no doubt that there are many factors causing this phenomenon and this paper aims to provide a reasonable explanation based on the policy perspective. The paper collects the 13 provincial panel data in northeast region and the eastern region from 1995 to 2014,and uses the double difference（ DID） to study the impact on regional economic development of northeast revitalization policy. The study shows that the Northeast Revitalization policy has promoted economic development in the northeast. And among the policies,the investment policy,talent policy,social security policy and technology policy are effective,but the effect of industrial policy and opening to the outside policy are not obvious.
