Firstly, a synthetic survey was made about researches on technology standards alliance. Secondly, the develop- ment and problems of technology standards alliance of medium-sized and small enterprises was analyzed. Thirdly, the rea- sons for medium-sized and small enterprises to build technology standards alliance were found. Fourthly, based on auto as- semblies industry group in Jinzhou Liaoning, choices of alliance members, governance structure and nature of alliance were discussed. Finally, governance system of technology standards alliance of medium-sized and small enterprises was recom- mended.
