英文摘要：

Former planning of national parks of China often has the policies about relocation or reducing scale to deal with the local community issues.Proved to be difficult to implement,these polices may have negative effect on NPs'integral value and community's potential values conservation.Based on the relevant contents about local communities in the planning practices of Jiuzhaigou Valley World Heritage Site,the paper analyzed current problem of local communities and studies the optimization strategies for the community planning of NPs.Major achievements of the research include:dealing with the population aggregation in local communities caused by tourism industry development in NPs;Bringing the values of local community into integrate value system of NPs and cautiously considering community relocation;the multi-stakeholder perspective used to make decisions,the refinement of the policy objects,cultivating endogenous forces of the local communities and so on.
