集体协商制度对制造业一线职工工资的影响效应研究

在供给侧结构改革背景下,人才是实现供给侧结构改革的关键要素,合理确定工资水平是吸引人才、激励人才的关键,而集体协商被视为破解收入分配困境,构建合作型劳动关系的重要制度安排。本文运用文献研究法、案例研究法、统计分析法和比较分析法对工资集体协商制度在制造业一线职工工资决定机制中的影响效应进行研究。本研究以北京市的制造业为例,分析集体协商制度对北京市制造业企业一线职工的工资的影响效应。以A、B、C三家企业为例分析北京市制造业中纺织业、电气机械及器材制造业和非金属矿物制品业这三个行业中开展工资集体协商的企业与行业中没有开展工资集体协商的企业在工资决定机制方面存在的差异及影响效应。研究结果表明,开展集体协商企业的工资增长幅度基本呈一条直线,年度间变动较小,与行业水平的变动幅度相比十分平稳。开展工资集体协商是实现市场配置资源的一种方式,工资集体协商并没有否定市场在工资决定机制中的基础性作用,工资集体协商制度是工资决定机制的一种具体操作形式,这种形式并不会扭曲劳动力市场价格,反而能够更好的反映各个市场主体间的各种意愿,有利于平抑市场失灵给这一领域带来的问题,促进收入分配公平。

Under the background of supply side structural reform, talent is the key factor to realize the structural reform of supply side. Reasonably determining wage level is the key to attracting end motivating talents. Collective negotiation is regarded as the key to break the dilemma of income distribution and construct cooperative labor relations. Institutional arrangements. This paper studies the effect of collective wage negotiation system on wage decision mechanism of frontline workers in manufacturing industry by using literature research, case study, statistical analysis and comparative analysis. This paper takes the manufacturing industry in Beijing as an example to analyze the effect of the collective bargaining system on the wages of frontline workers in Beijing manufacturing enterprises. Take A, B, C three enterprises as an example to analyze the Beijing manufacturing industry in the textile industry, electrical machinery and equipment manufacturing and non-metallic mineral products industry in the three industries to carry out collective wage negotiations in the enterprise end the industry did not carry out collective wage negotiations Of the enterprises in the wage decision mechanism of the differences and the impact of the effect. The results show that the rate of wage increase in collective bargaining enterprises is basically a straight line, the annual change is small, and the level of change compared with the industry is very stable. Collective bargaining is a way to realize the market allocation of resources, collective bargaining does not negate the basic role of the market in the wage decision mechanism. The collective wage negotiation system is a concrete form of the wage decision mechanism.
