A technology of service development in the third generation mobile network Parlay and open interface API are presented in this paper. The mechanisms of its service provision are analyzed in detail. Upon analysis of the inadequacy for existing charging mode, the demands and development of content-based charging and the related standards are described. Focus is on the charging capabilities provided in 3G Content-based charging by charging SCF （service capability feature） of Parlay API specification. For WAP network service, the charging service based on dataflow of UML is designed, and the dataflow analysis and charging schedule are also given.
