配套机制建设对科技金融发展具有促进创新资源与要素有效整合、推动产业发展等功能。首先对科技金融发展的配套机制研究文献进行了梳理。基于实践研究发现,我国科技金融发展的财政保障机制建设取得了重大进展,但是目前还存在引导基金绩效评价体系尚未建立、风险补偿资金使用受到限制等不足。深入发展科技金融,需要突破一些体制和政策障碍,建立有效的财政保障机制,如探索财政支持方式多元化、建立健全引导基金绩效评价体系、拓宽风险补偿资金来源渠道等。
英文摘要：
The building of supporting mechanism in the development of science and technology finance will promote the effectiveness of resources integration and elements innovation,and will promote industrial development and other functions.Firstly,this paper gave a literature review on the supporting mechanism of science and technology finance’s development.This study found that the fiscal guarantee mechanism in the development of science and technology finance has made important progress based on the construction practice.However,guidance fund performance evaluation system has not been established,risk compensation fund has shortcomings.Science and technology finance will be further development,need to break the institutional and policy barriers,to establish the effective security mechanism,such as exploring the way of fiscal support to establish and perfect the diversification,guiding the fund performance evaluation system,broadening the sources of funding channels in risk compensation and so on.
