By implementing the scientific development outlook and studying the essence of the 17th and lath Congresses of CPC, it is proposed that economic construction should come first, and coordinative construction should be applied to ease the main social contradiction and to promote the building of socialism with Chinese characteristics. The necessity is pointed out for the change of focus on economic construction to the ＂focus on coordinative construction of economy, politics, culture, society, ecological civilization and scientific technology＂, which is commonly recognized as being helpful to the actualization of ＂Chinese Dreams＂.
