本文从银行角度来研究目前制约银行贷款支持国内科技型中小企业的关键问题。以北京市为调查地区，采用实地调查研究的方法，基于银行人员视角提出了包括信息交流不通畅等在内的七个影响贷款支持科技型中小企业的关键问题，并分析了政府现有支持措施的局限性和不足。提出了制定科技型中小企业的标准、制定政府补助金的具体使用办法、提供明确的政府支持清单和创新政府资金使用方式等建议。
英文摘要：
This paper investigates the key problems for restricting bank loans to support the domestic technologybased SMEs from the perspective of bank. This paper chooses Beijing as survey area where all kinds of banks congregate, and puts forward seven key prob lems which restrict bank providing loans to support technologybased SMEs from the perspective of banks. Finally, some suggestions are provided to attract the bank loans, such as drafting the standard of SMEs for S＆T, making the rules of government grants for use, pro viding support objects list and innovative use of government funds.
