Ineffective investment mechanism,imperfect financing mechanism and unsound compensation mechanism are the current biggest bottlenecks of water conservancy investment and financing system reform in Fujian.Therefore,in accordance with the ＂ five in one＂ mechanism of water conservancy investment and financing,it is suggested to improve the supporting system,further optimize the investment and financing mechanism,clarify property rights of projects and the responsibility of the main investment bodies at all levels and actively explore the diversified PPP project financing model.
