一种新的城市群大气环境承载力评价方法及应用

针对中国国土资源环境承载力评价研究理论与方法存在不足的情况,以全国主体功能区中处于优化开发区域的5个城市群为例,用一种新的方法评价城市大气环境纳污承载力.以城市大气污染防治标准为基础,根据不同级别城市空气污染指数所对应的天数占全年监测天数的比例,确定5个城市群的城市大气环境纳污承载力底限水平得分.评价结果表明,快速增长的经济给大城市的大气环境带来巨大压力,处于优化开发区的珠三角城市群的大气环境纳污承载力得分87.13,为较高承载级别.其他城市群得分从高到低依次为辽中南(78.73)、京津冀(77.92)、长三角(77.23)、山东半岛(76.32),均为中承载级别.要使这些城市群保持良好的空气环境,必须加大污染防治力度,优化国土规划空间布局,在大力发展经济的同时,兼顾其对环境的负面影响.

Atmosphere environmental carrying capacities of five urban agglomerations in optimized exploitation areas were calculated by a new method as a consequence of lack of corresponding theories and methods.Based on urban air pollution control standards,the scores of atmosphere environmental carrying capacity of the five urban agglomerations were determined according to the proportion of the days of different levels of urban air pollution index to the monitored days in one year.The analysis process and results show that the overall atmosphere environmental carrying capacity of these five urban agglomerations in optimized exploitation areas was just meets the standards of middle carrying capacity level.Atmosphere environmental carrying capacities of Yangtze River Delta,Shandong Peninsula,the City-group in the Middle and Southern Part of Liaoning Province and of capital Metropolitan Coordinating Region were in the middle level,the scores of the four urban agglomerations were 77.23,76.32,78.73,77.92,respectively.While,Pearl River Delta performance much better than the other four urban agglomerations,it's in the higher level with the highest score of 87.13.To maintain the good quality air environment of the urban agglomerations,we must strengthen supervision and management and optimize the spatial layout of land planning,take into account its negative impact on the environment of the development of the economy.
