系统分析大型水利水电建设项目非常规突发事件的致灾因素、承灾主体和整体特征，提出须运用统筹的思想和方法对其进行应急管理。从决策系统、应对系统和保障系统3个方面构建应急管理的统筹体系；从实施原则、实际运作和实践框架3个角度论述统筹体系的运作模式和实施框架，实现统筹兼顾、统一筹划项目建设过程中的非常规突发事件应急管理。

英文摘要：

By analyzing the causal factors, disaster bodies and overall characteristics of the unconventional incident of large-scale water conservancy and hydropower projects, the ideas and methods of overall planning is developed for the unconventional emergency management. The integrated system of emergency management has been established from the aspects of decision-making systems, response systems and security systems and the operation model and implementation framework of the integrated system has been discussed from the perspective of implementation principles, actual operation and practice framework. Based on the integrated model, the unconventional incident in large-scale water conservancy and hydropower projects can be well arranged.
