Changdao Islands are located in the juncture between the Yellow Sea and the Bohai Sea, having particular position and rich biological and tourism resources for Islands and Marine. The managed work obtains flourishing development after establishment of the reserve, but how to further bring its potential into full play, in order to keep abreast of this times, it needs to deeply approach a subject. The paper simply dealed with this problem and proposes some suggestions for reference of related aspects.
