英文摘要：

The UK is a global leader in opening up public service markets for competition. The local authorities in the UK adopted the instrument of outsourcing in order to improve the efficiency of public service delivery. The private sector providers were encouraged to get involved in the competition of public service delivery in the UK. This paper first reviewed the history of public service outsourcing in the UK, and then analyzed the emerging problems and issues in the field of public service outsourcing based on the British scholars＂ recent findings and the author＇s first-hand research data about UK＇s public service market. The UK＇s experience may provide an inspiration for the development of public service outsourcing in China as well as help China to build a management mechanism of public service outsourcing with Chinese charac- teristics.
