准市场机制的实施打破了过去由政府单一提供公共服务的格局,引入市场竞争和社会力量的参与,通过政府购买服务实现了多元化的公共服务有效供给。本文以上海市闵行区政府购买公共服务的实践和探索为例,从准市场机制带来的政府角色转变、购买服务模式的创新、政府与社会组织关系的重构和政府购买服务的绩效提升四个方面进行分析,在指出目前存在问题和总结经验的基础上,提出了相应的对策建议。

As a new mechanism to provide public services, quasi-market mechanism breaks govern- ments monopoly by introducing the market competition and participation of social sectors. It aims to a- chieve the multiple supply in the public service delivery. From the perspectives of government role＇s trans- formation, re-structuring of the new relationships with the social sector providers, innovation of purcha- sing approach and government performance analysis, this paper uses Minhang District of Shanghai to con- duct a case study. Based on problems and past experience, this paper also puts forward solutions and sug- gestions for implementing quasi-market mechanism in the government＇s purchase of public service.
