服务外包产业转型升级既是中国经济新常态下寻找经济增长新支点的需要,又是促进经济结构优化的重要动力。基于以区域经济竞争力、基础设施服务能力、人力资本供给能力和技术创新能力四个维度,构建的服务外包产业转型升级的综合能力评价指标,对中国19个重点省市进行了因子分析和聚类分析,并对19个省市服务外包产业转型升级的综合能力作出了评价。提高中国服务外包产业的竞争力,需要从政府宏观政策、基础设施建设及配套服务、企业技术创新能力和人才体系建设四个方面入手,依据新形势加快服务外包产业的转型升级。

英文摘要：

The transformation and upgrading of service outsourcing industry not only meets the needs for economic growth under China＇s New Normal,but also motivates the optimization of economic structure.This paper firstly defined the concepts and objectives of service outsourcing industry＇s transformation and upgrading.And then from the perspectives of competitive ability of the regional economy,service capability of infrastructure,the supply of human capital and technological innovative ability,an evaluation index system of comprehensive ability for the transformation and upgrading of service outsourcing industry was established.Nineteen Chinese provinces and cities were taken as samples and analyzed based on the methods of principal component and cluster analysis.Finally,solutions were proposed how to accelerate the development of the service outsourcing industry in China.
