在我国政府购买服务的内容和范围日益扩大的背景下,社会组织作为一种主要的经济力量和服务提供者起到了越来越重要的作用。重新定位政府的新角色,构建新型政社关系已经成为政府职能转变,建设服务型政府的一个现实需要和关键内容。通过将私营部门供应链关系管理的相关理论应用于政府与社会组织关系构建的分析,阐释新型政社关系形成中的关键性影响因素,并结合目前我国地方政府向社会组织购买服务的实践开展情况,从政府职能转变、社会组织培育、建立政社沟通的信息渠道、政府自身能力和推动政府购买服务的绩效评估五个方面,探讨并设计了政府与社会组织新型关系的实现机制,为政府积极引导和促进社会组织更好参与购买服务,提供了新的改革思路。
With the increasing trend that governments purchase public services from the private sector providers, Civil Society Organizations (CSOs) have played as main providers in the market. To re-define the role of governments and to build and manage the relationships with CSOs have also become an important task for the service-oriented governments. By applying of supply chain relationship management theory in the construction of new relationships between governments and CSOs, this paper analyzes the key influencing factors in the formation of new relationships. With the combination of some practical experience in China, the implementation mechanism of this brand- new cooperating relationship has also been explored from five aspects, including transformation of government functions, the establishment of CSOs, the communication channel between governments and CSOs, governments' abilities and performance evaluation in government purchasing services. Suggestions of improving the relationship management between governments and CSOs have been proposed at last.
