利用循环经济理论,依据国家发改委和环保部发布的循环经济和清洁生产指标,结合石化工业园的特殊性,围绕石化工业园循环经济评价的顶层目标,选取六个能够代表石化产业循环经济发展特点的量化指标。作为石化工业园循环经济评价体系的B级指标,在此基础上选取26个C级指标,用层次分析法构建了石化工业园循环经济评价体系的测度模型。科学的评价体系引导石化产业工业园在生产观念上和生产过程中.遵循“3R”原则,最大限度地减少废弃物排放,实现资源再循环。
Using the theory of circular economy and based on circular economy and clean production indicators released by the National Development and Reform Commission and the Ministry of Environmental Protection, this paper combines with the characteristics of petrochemical industrial parks and chooses 6 quantitative indicators representing the characteristics of circular economy of the petrochemical industry around the top goal of the circular economic evaluation of petrochemical industrial park as the B-level indicators of circular economy evaluation system of petrochemical industrial parks and further chooses 26 C-level indicators for making the model of circular economy evaluation system of petrochemical industrial parks by Delphi-AHP. This paper also holds that scientific evaluation system would guide petrochemical industrial parks in the production concept and production process to follow the 3R principle, minimize waste emissions and realize resource recycling in the production concept and production process.
