The paper looks at the formative causes underlying the growing urban poverty and makes a comparative study of the U.S.A and China from a broad perspective , including social system, policy factors, structure reshuffling, transitional periods, deprivation, rejection and poverty culture. And expect to clear and perfect the way to reduce the urban poverty of China. To avoid the poverty culture as United States and other developed countries has deeply significance for the city poverty administration and the development of economics of China.
