制度的激励功能包括负向的约束激励和正向的引导激励,虽然他们的作用方向相反,但是他们都能够使得制度对行为人产生一定的激励作用,从而更好的维护社会或者组织的利益。从约束(负向激励)和引导(正向激励)两个方面来研究制度的激励功能。一些制度能够约束行为人做出对组织不利的行为,甚至会制定一些惩罚措施激励(负向)人们不做这些被禁止的行为;另一些制度为了维护组织利益需要引导行为人做出某些行为,甚至会给予相应的奖赏。制度就是通过负向的约束和正向的引导来激励行为人做出对组织有利的行为。所以我们必须建立正确的制度,为人们带来正确的激励,约束不好的行为,引导有益的行为。
The incentive function of a system includes negative constraint incentives and positive guidance incentives. Although they act in opposite direction, they make the system have a certain incentive to the behaviorists to better maintain the interests of society or organization.
