The five reforms of administrative management system implemented in China are all initiated from inside the system and these top-down reforms have achieved little success so far. An outer force is needed to ensure that this reform be successful. This outer force is performance evaluation. The paper analyses the practical significance, function and prospects of performance evaluation in the reform of China's administrative management system.
