随着公民社会的兴起、社会主义市场经济体制的完善，新三元社会结构逐渐形成，社会管理进入了公共治理的时代。系统研究现代公共治理理论，构建符合中国国情的科学的公共治理评价体系，从而指导公共治理评价实践，具有重要的意义。本文在对国内外公共治理评价研究述评的基础上，分析我国公共治理评价的目标、内容与指标和组织形式，指出我国实施公共治理评价中，需要注意中西方文化差异、治理基础差异、地区发展差异，以通过评价的实施策略来调适，并对公共治理评价与政府绩效评价做了初步比较。

英文摘要：

With the emergence of civil society, the perfection of socialist market economic system, and the New Tri - structure gradually formed, social management comes into the times of public governance. It is of great significance to discuss systematically study the public governance theory, to build a Chinese scientific evaluation system of public governance, thereby guidingso as to guide the practice of public governance evaluation. In this article, based on reviewing status quo of public governance evaluation at home and abroad, we analysis analyze the objectives, content and indicators, and forms of organization of our public governance evaluation. In the lastend, we point out some issues in implementation of our public governance evaluation, which are the cultural differences between China and the West, the differences of in governance basis in governance and regional development differences, so that we can use different implementation strategies to adapt to these those differences, and then we makedraw the a preliminary comparison to between the public governance evaluation and the government performance evaluation.
