This paper first briefly introduces the basic principles of meta-search engine and its application in crisis information monitoring. And then, the paper constructs the architecture framework of the crisis information monitoring system based on meta-search engine （CIMS_ME）. In addition,the paper further discusses five essential technical issues in implementing CIMS_ME： such as search engine selection strategy,document selection strategy,time extraction methods and so on,which provide a theoretical and technical support for the realization of CIMS_ME.
