结合信息生态系统的相关概念以及电子政务的特点,分析电子政务信息生态系统的构成;提出运用信息生态因子、信息生态链和信息生态圈三个核心理论,指导电子政务信息生态系统服务模式、互动模式和参与模式构建的思路;采用理论和实证研究相结合的方法,对我国电子政务门户网站发展现状进行了调研统计,讨论了我国电子政务信息生态系统建设发展的现状、存在问题及建设对策。本文的研究对利用信息生态理论推动我国＂低碳政府＂的建设具有重要意义。

英文摘要：

Based on the concept of ecological system and the characteristics of e-government, the paper analyzed the composition of e-government information ecological system, and made use of the three core theories of information ecological factors, information ecological chain and information ecology circle, and guided the ideas of constructing service mode, interactive mode and participate mode of e-government information ecological system. Meanwhile, it conducted the survey statistics of development of portal of e-government by using the method of combination of theory and empirical study, and discussed the cun＇ent situation, problems and constructing countermeasures of construction development of e-government information ecological system. The study of the paper is great significance to make use of infornation ecological theory to promote China＇s ＂low carbon government＂ construction.
