The staff of road transport managing departments can be divided into functional staff and other types of staff. This paper examines the functional staff by systematically combing the factors that influence staff of road transport managing departments in different levels ( provincial cities and counties). In order to best meet the needs of the road transport managing departments' function exercise, it also utilized the stepwise regression analysis to build the relational model of the functional staff and meet the responsibilities and task exercise. 200 groups of survey data are used for solving the parameter of correlation model and revising the model. Finally, functional staff formula of road transport management departments for the different levels is extracted and calculated on the scale. For other staff, the criteria are accordant with relevant state regulations. And the total of other staff is not more than one third of the total preparation in principle.
