From both the political and legal system environment and the financial environment,this paper analyzes the impact of institutional environments on the entrepreneurship.Through the empirical study,we found that：the quality of government administration has an positive effect on both the innovation entrepreneurship,entrepreneur entrepreneurship,and the comprehensive entrepreneurship;the business legal environment,financial environment and entrepreneurial spirit are negatively correlated;the financial environment has a positive moderating effect in the relationship between the government administrative management and the innovation entrepreneurship,but has an negative moderating effect in the relationship between the business legal environment and the entrepreneur entrepreneurship.
