从实证角度,采用数据包络分析方法测算山东半岛蓝色经济区内7个城市全要素生产率的变化情况。结果表明:从时间序列上看,技术效率偏低是影响蓝色经济区全要素生产率增长的主要因素;从空间上看,蓝色经济区各城市间效率水平差异逐渐减小,环渤海城市的全要素生产率整体水平提高,呈现出较明显的空间集群现象;综合分析显示,蓝色经济区各市的全要素生产率存在趋同效应,青岛、烟台等沿海城市的带动效应凸显,产业结构调整初见成效。
On January 4,2011, the state council approved"Shandong Peninsula Blue Economy Development Planning", which meant the construction of Shandong Peninsula Blue Economy Zone was risen to the national strategy, and became an important component of the national oceanic development strategy and regional harmonious development strategy, Qingdao port was going to build a modem comprehensive port and an international shipping center in Northeast Asia. The global economic crisis caused the TFP larger movements of Blue Economic Zone. Using Data Envelopment Analysis (DEA) to measure the TFP changes of 7 cities in Shandong Peninsula Blue Economic Zone from 2003 to 2012. This paper analyzed the TFP changes in different city of Blue Economic Zone and explored the effects of different reasons over the TFP growth. The results showed, according to the time alignment, the low technical efficiency was a major impact factor for the TFP growth of the Blue Economic Zone. From the perspective of space, the difference of efficiency between cities in the blue economic zone was gradually reduced, the overall level of total factor productivity of the ring Bohai City was improved, showing a obvious spatial clustering phenomenon. The comprehensive analysis displayed, the TFP of the cities in Blue Economic Zone existed convergence effect, the driving effect of Qingdao, Yantai and other coastal cities were particularly relevant, the adjustment of industrial structure achieved initial success. The construction of Blue Economic Zone of Shandong Peninsula was a highly complex and integrated systems engineering. On the basis of TFP analysis, this paper proposed the technological path of Shandong Peninsula Blue Economic Zone and described the importance of adjust the industrial structure to maintain economic stability, put forward related suggestions.
