目的 为更为合理有效地制定宁夏大病保险中风险临界线提供参考与现实依据.方法 参照国家发改委在2012年8月24日发布的《关于开展城乡居民大病保险工作的指导意见》中大病风险临界线的规定,以2012年宁夏不同经济水平地区统筹城乡基本医疗保险住院人员医疗费用为研究对象,模拟分析不同经济水平地区发生大病人员与费用情况.结果 不同经济水平地区和不同人群受益情况均存在很大差异,且城乡农民在面对大病中经济负担较重,成为重点保障人群.建议 依据不同经济水平、不同人群因地制宜且更为精细地制定大病风险临界线.

英文摘要：

OBJECTIVE To make more reasonable and effective definition of catastrophic threshold , provide a practice foundation for catastrophic medical insurance of Ningxia. METHODS Reference to the Guideline opinions on implementation the catastrophic medical insurance of urban and rural residents which publish by the National Development and Reform Commission in August 24, 2012 about the definition of catastrophic threshold, taking the expenditures of inpatients with different economic levels in 2012 as samples, which signed in Ningxia urban and rural essential medical insurance system, and analyze personnel and costs of serious illness in different economic regions. RESULTS The benefit of different economic levels and different groups are quite different, and the rural residents have heavier economic burden when face serious illness, they will become the key groups in health care. SUGGESTION According to differernt economic levels and various zrouns make a more detailed definition of catastronhic threshold on local conditions.
