以世界卫生组织推荐的主要慢性病干预服务包(WHOPEN)为依托,从人力资源、人员培训、设备配备、基本设施、基本生理生化检查指标和药品情况等方面研究西部农村地区资源配置,以期实现农村基本医疗卫生服务均等化。结果发现。项目县、市村级卫生人力资源缺乏,人员老化,工作满意度低下;卫生院工作人员无有效的激励机制。弱化临床服务。浪费卫生资源;越是在贫困地区,设备虽然配备较齐,但设备闲置和利用率太低;药品缺乏.药品不全是制约卫生院和卫生室发展的重要因素。建议进一步研究基层卫生工作人员激励机制,吸引和保留其在基层工作;平衡基本医疗与基本公共卫生服务的关系,积极开展临床服务,提高设备利用率;扩大基本药品目录,加强招标管理。加强配送管理。
It aims to get to equality of primary health care by the research of rural resources allocation including health human resources, health worker training, equipment, basic infrastructure, primary medical laboratory and medicine based on WHO PEN designing. It is found that there are lack of effective incentives in the rural health workers, clinical medical service is weakened and health resources are wasted ; the poorer rural areas, the more under used of equipment and lower utilization and there are lack of primary medicine with full supply. It is suggested: to further study on the health worker incentives to attract and retain working in the rural areas, to balance the primary medical service and public health service with the priority of developing clinical service and improve use rate of equipment; to widen the primary medicine and strengthen the drug biding and distribution management.
