With the rapid development of economic, Henan Province has strengthed the pollution control, but industrial enterprises are still relatively increase in resources consumption and pollutant emision, the state of environment is fairly austere. Based on the environmental quality of the economic growth, the article demostrates the relationship between industrial economic development and environmental polution control from three areas ： the strength of industrial waste emissions, the flexibility of waste emission and industrial growth, and the proportion of environmental protection invesment in the GDP of the same year. Then, the article draws some conclusions that Henan province is confronted with some challenges, such as the extensive mode of economic growth, scarce supply of resource and the increasing pollutant,in a word, resource and environment had been the two major bottlenecks. Consequently, the new road to industrialization that is mainly characterized by low power consumption, less pollutin, high efficiency and susbainbility is the natural choice and effective way to realize the rise of the Central Plains.
