The externality of public environmental problem and the vertical-horizontal blocks of government cause the fragmentation of environmental public governance.The observation on Guiyang Ecological Civilization Construction Council which is the only sample of institutional integration innovation indicates that the purpose of the institutional reform is to overcome the government collaborative failure between environment related departments and to build a kind of holistic government through integration and mechanic design.The effectiveness of integration and collaboration is obvious.However,there are still some restricting factors.This new bureau is getting to be mature in the course of collaboration practice,perfection of internal linkage and coordination mechanism,further development of collaborative culture,e-government construction and information integration.
