The U.S. Constitution stipulates and constructs a constitutional framework for interstate governmental collabora- tions that promotes the development of interstate watershed governance on the regional basis through legal insti- tutions. The holistic legal institutional arrangements of interstate governmental collaborations include intergov- ernmental negotiation, intergovernmental mediation, intergovernmental litigation, and intergovernmental arbitration. The paper analyzes the features and contents of the legal mechanisms of intergovernmental collaborations.
