Police culture as an invisible power corresponding with police visible power is a major component in police force construction. Police culture must break through the single class character. This article tries to probe the relationship between the class character of police culture and the human society of police culture from the view of state. And changing to the view of history, this article makes clear the direction of police culture construction.
