[目的/意义]网络舆情中的公共管理沟通是网络舆情治理领域中值得关注的重要问题。[方法/过程]针对突发性传染病舆情中的公共管理沟通问题,以新浪微博社区中关于2015年MERS(中东呼吸综合征)疫情的微博文本及相应评论内容为样本,对MERS舆情话题进行了分类整理和情感倾向性判断,论述了MERS疫情相关舆情的特点,分析了MERS舆情话题中公共管理机构的表现,并对比分析了其他媒介MERS舆情话题中公共管理机构的表现,总结出舆情话题发展与公共管理沟通之间的作用机制。[结果/结论]研究发现,此次疫情中以政府为代表的相关机构在公共管理沟通过程中存在选择性地接收、处理和反馈与公众的实际需求不相称等不足,需要从沟通的主动性、技巧和保障措施等方面构建统一的沟通体系,以改善公共管理沟通效果。
[ Purpose/Significance] Public management communication is an important issue in the field of online public opinion govern- ance. [ Method/Process] In this paper we studied the public management communication in the emergent infectious disease. We used the microblog texts and the corresponding comments about the MERS in 2015 from Sina microblog community, classified the MERS public o- pinion topic and analyzed the sentiment, discussed the characteristics of the online public opinion about MERS, then analyzed the perform- ances of the public administration institutions that involved in/VIERS public opinion topic, compared and ana/yzed the performances of the public administration institutions in other medium in the online public opinion about MERS, summarized the mechanism of interactions between the development of online public opinion and public management communication. ~ Result/Conclusion] In this paper we found the problems of the institutions such as government in public management communication process, including selective reception, processing and feedback deviate from the actual needs of the public and so on. It is necessary to build an integrated communication system with the factors such as communicate actively, communication skills, guarantees and so on, in order to improve the effectiveness of public manage- ment communication.
